Big-Picture Outlook

Momentum on the ground in Libya continued to build this week, as Libya’s eastern and western factions coordinated their actions and even adopted similar messaging. Western Libya continues to face difficulties during this phase, however, as local actors seek to exploit growing insecurity for their own gain.

Major Events This Week

  • The House of Representatives (HoR) announced that it had accepted the August 2026 resignation of Central Bank of Libya (CBL) Governor Naji Issa, replacing him with interim Governor Fawzi Abukhazam and a five-member transition committee. Issa denounced his removal, stating that the HoR officially rejected his resignation in August. However, Abukhazam has already taken control of the CBL headquarters in Tripoli.
  • The House of Representatives ratified the Turkey-Libya Maritime Agreement, which will grant Turkey greater access to gas resources off the Libyan coast. Turkish President Recep Tayyip Erdogan welcomed the ratification, while Greece, Egypt, Israel and the European Union denounced it. This signifies a major shift in eastern Libya, with the Libyan National Army (LNA) demonstrating its willingness to develop its relationship with Turkey.
  • Soldiers from the 444th Brigade attempted to storm the headquarters of the Libyan Audit Bureau in Tripoli in an attempt to force the appointment of Anwar al-Hawsh as Deputy Director of the Audit Bureau. Al-Hawsh is an ally of 444th Brigade Commander Mahmoud Hamza, who is attempting to expand his influence within the Audit Bureau.
  • The HoR issued a public statement to the Teachers’ Union, telling its members that they could return to work as the HoR prepared to implement new salary scales. However, members of the Teachers’ Union announced that they would continue their strike until their demands were met.
