Big-Picture Outlook
The ratification of the Turkey-Libya maritime agreement by the House of Representatives (HoR) continues to send shockwaves across the region and within Libya. Ankara now appears much more interested in supporting the United Nations Support Mission in Libya (UNSMIL) and the United States in their efforts to unify Libya’s rival institutions. The rapid pace of events has left other regional countries scrambling to respond, as domestic Libyan actors try to navigate accelerating negotiations.
Major Events This Week
- During a midterm campaign rally, U.S. President Donald Trump made a derogatory comment about Libya, prompting public statements of condemnation from every major Libyan political actor in both the east and west. Trump subsequently released a statement on social media, describing Libyans as “proud” and reliable partners in the fight against terrorism. This rare about-face by the president demonstrates the importance of the Libya file to the U.S.
- Turkish President Recep Tayyip Erdoğan stated that regional criticism of the Turkey-Libya maritime agreement was “illegitimate” and called for any issues to be resolved through dialogue. Greece has continued to criticise the deal, with Prime Minister Kyriakos Mitsotakis questioning its legitimacy during a meeting at the United Nations Security Council.
- The United Nations Support Mission in Libya (UNSMIL) held a session of the 4+4 Committee, also known as the “mini-table”, in London, during which Libyan factions reportedly discussed judicial reform. This prompted criticism from some western Libyan actors, as the issue was not originally within the 4+4 Committee’s mandate.
- Libyan National Army (LNA) Deputy Commander Saddam Haftar met with Government of National Unity (GNU) Deputy Defence Minister Abdulsalam al-Zoubi in Turkey, in a meeting facilitated by Turkish Defence Minister Yaşar Güler. Both sides reportedly failed to reach an agreement on unifying military command.
