Big-Picture Outlook
Western Libya's cyclical politics continued, as Tripoli saw changes to its security architecture, clashes broke out again in the Zawiya region, and senior members of the Government of National Unity (GNU) conducted a high-profile visit to Turkey.
On the surface, this appears to be the usual level of security weakness and political dysfunction in Libya, but beneath the surface, the continued momentum surrounding the Boulos process is shaking the foundations of western Libya.
Major Events This Week
- The Government of National Unity (GNU) has allowed the Special Deterrence Forces, aka Rada, to establish positions in the Souq al-Jouma neighbourhood of Tripoli, a year after the GNU attempted to dismantle Rada, indicating a shift in Tripoli's security framework as GNU Prime Minister Abdulhamid Dabaiba continues to try to solidify his position.
- The United Nations Support Mission in Libya (UNSMIL) held another round of 4+4 Committee, aka the "mini-table", talks in Tunis. UNSMIL stated that the Libyan National Army (LNA), GNU, High Council of State (HCS), and House of Representatives (HoR) had agreed to a mechanism for appointing the President of the High National Elections Commission. Talks are expected to continue next week, marking a major delay for UNSMIL, which claimed an agreement was ready to be signed last month.
- The 3+3 Military Committee, consisting of the GNU and the LNA, met in Sirte alongside U.S. Africa Command (AFRICOM) and representatives of the Italian military. The four sides reportedly met to discuss planning for Flintlock 2027, as the military track continues to make progress.
