Big-Picture Outlook

U.S. Senior Advisor for Africa, Massad Boulos is likely looking to further his political process, conducting an extensive trip across Libya and meeting with both supporters and critics of his efforts. There are increasing signs that Boulos is becoming more confident and, with additional support from the White House, believes that he can bring a deal across the finish line.

Major Events This Week

  • U.S. Senior Advisor for Africa, Massad Boulos, conducted a vast diplomatic trip across eastern and western Libya, meeting with both supporters and critics of his effort to form a new unity government.
  • Foreign media reported that Pakistan, with Saudi support, has been conducting negotiations with both eastern and western Libyan factions. This news broke after Government of National Unity Prime Minister Abdulhamid Dabaiba held a phone call with Pakistani Field Marshal Asim Munir.
  • The United Nations Support Mission in Libya (UNSMIL) announced that the 4+4 Committee, aka the “mini-table”, negotiations between the Government of National Unity, Libyan National Army, House of Representatives, and High Council of State have “successfully wrapped up discussions on all remaining outstanding issues” in regards to election laws. The UNSMIL stated that a working group has been formed to write a formal agreement to be signed next week. 
  • Contested head of the Libyan Intelligence Agency, Hussein Al-Aayeb, is still holding onto his seat, a week after Presidential Council Chairman Mohammed al-Mnefi appointed Abdel Majid Mlegta to the role.
