Big-Picture Outlook

Western and Eastern Libya continue to appear as two different realities, as U.S. Senior Advisor for Africa, Massad Boulos, tries to push through a new unity government agreement. A political crisis over the appointment of a controversial intelligence chief by the Presidential Council has dominated Tripoli, while Libyan National Army (LNA) Deputy Commander Saddam Haftar conducted a major diplomatic trip to Washington D.C..

Major Events This Week

  • Through further inquiry with sources, Libya Desk has learned, in a correction to previous reporting, that Joshua Harris is not expected to be appointed Special Envoy to Libya and U.S. chargé d'affaires Jeremy Berndt will retain their current position.
  • Presidential Council Chairman Mohammed al-Mnefi unilaterally appointed businessman Abdel Majid Mlegta as the head of the Libyan Intelligence Service, with al-Mnefi claiming that PC co-Chairman Musa al-Koni was absent from the meeting. Al-Koni informed Libya Desk that he had attended the meeting virtually, and had officially logged a rejection against Mlegta. Mlegta has so far met with Government of National Unity (GNU) Prime Minister Abdulhamid Dabaiba, but will likely face difficulty asserting control of the position.
